Tolley (1889-1958) was the Administrator of Agricultural Adjustment under President Franklin Roosevelt. Earning a degree in mathematics from the University of Indiana in 1910, Tolley joined agricultural affairs as early as 1912 when he submitted to the Coast and Geodetic Survey. After that, he worked for the Office of Farm Management, Bureau of Plant Industry, Bureau of Agricultural Economics and the Gianni Foundation of Agricultural Economics at the University of California. A surveyor and meticulous analyst, Tolley has written numerous reports and collections on American agriculture, many of which have been featured in the book Practical Farm Economics (1924). Toned.
