ISAAC C. PARKER. Partly Printed DS: "I.C. Parker" as
Circuit Attorney, 1p, 8x9½. Nodaway County,
Missouri, 1865 May. Headed: "Selling Liquor on Sunday". In
part: "The Grand Jurors of the State of Missouri,
for the body of the said County of Nodaway aforesaid upon their oaths present
that Henry Reed late of said County...did on the first day of the week, commonly
called Sunday, sell and retail to divers persons, to the Jurors aforesaid
unknown, certain fermented and distilled Liquors, to-wit: One pint of Whisky,
one pint of Brandy, one pint of Gin, one pint of Rum, and one pint of Wine, the
same not being then and there an article of immediate necessity; contrary to the
form of the Statute in such case made and provided, and against the peace and
dignity of the State...." Docketed on verso. Parker was City Attorney
for St. Joseph from 1862-1864 and was elected Circuit Attorney in 1864. He
resigned in 1867 and was elected Circuit Judge in 1868. After serving two terms
in Congress (1871-1875), Parker was appointed Judge of the United States
District Court for Western Arkansas, serving from March 19, 1875 until his death
in Fort Smith, Arkansas in 1896. During those years, he sentenced 168 men and
four women to hang by the neck until they were dead, thereby becoming known as
"The Hanging Judge". Fragile. Ink blot nicks the lower loop of the "C". Show
through from docket on verso touches signature. Slight nicks and separations at
horizontal folds touch blank edges and margins. Overall, fine condition.
