Goldberg, Associate Commissioner for Equal Educational Opportunity Office of Education Department of Health, Education and Welfare, in full: "Mr. Larry Rochon, Executive Director of the Saint Martin Iberia Lafayette Community Action Agency (SMILE), has brought to my attention SMILE'S submission to the Office of Education in Dallas of a proposal for discretionary ESAA funding. Mr. Rochon has furnished me several copies of this proposal and I have read them closely. As you may know, SMILE has been one of the most effective community action programs in Louisiana and has achieved significantly under the leadership of Mr. Rochon. In addition, as the supportive letters indicate, SMILE has the virtual unqualified support of local governing officials in all of the parishes that it serves in Louisiana. As you know, political acceptance is essential to the effective functioning of Community Action Agencies in whichever programs they become involved in delivering. Finally, the program reveals that is rather soundly structured and promises to be of tremendous benefit to the people of the action area of SMILE. John Bennett Johnston, Jr. (b.1932) served as a United States Senator from Louisiana from 1972 to 1997. An effective lobbyist, he chaired the Senate Energy and Natural Resources Committee (1987-1995) and the Democratic Senatorial Campaign Committee (1975-1976).
