In full: "You will be pleased to observe the following regulation in future, being an amendment to the regulation of June 1824: Add to the note at the bottom of the blank form used under that regulation, the following words: 'or where the Pensioner is personally known to the Agent, or can establish his identity in the county where the Agent resides by a witness, or witnesses, known to him to be respectable, this proof will be deemed sufficient, provided it is certified under the proper signature of the Agent to the 3rd Auditor's Office.'" At the time, pensioners with service in the Revolution and the War of 1812 would apply to the War Department for payments. James Barbour served as U.S. Senator from Virginia (1815-1825), Adams' Secretary of War (1825-1828) and U.S. Minister to England (1828-1829). Fragile. Soiled. Tears at left margin repaired on verso. 2½-inch tear (all intact) touches text. Two ½-inch vertical tears at upper blank margin (all intact).
