As Secretary of Labor (1960), he signs a typed letter to US Senator Strom
Thurmond, transmitting a Department publication on manpower along with his own
analysis.
Typed Letter signed: "James P. Mitchell" as Secretary of
Labor, 2 pages, 8x10½. Washington, D.C., 1960 February 6. On
official letterhead to US Senator Strom Thurmond. In part: "Enclosed
is a new publication of the Department of Labor entitled 'Manpower - Challenge
of the 1960s' which I believe will be of interest to you. [Item not
included.] ... In summary the 1960s will bring dramatic changes in our manpower
posture, both in terms of the numbers and kinds of people available to work and
in the kinds of work which they will be required to perform. The problems of
recognizing, developing and fully using our manpower capabilities will challenge
all of us - management, labor, educators, state and local governments and
agencies, the Federal government." James Paul Mitchell (1900-1964) was
Director of Industrial Personnel for the War Department during World War
II, continuing to work on Army labor relations through the Korean War. He
was Secretary of Labor in the Eisenhower administration (1953-1961),
where his emphasis on employment discrimination and the status of migrant
workers earned him the nickname "social conscience of the Republican
Party." He lost a close race for Governor of New Jersey in 1961. Normal
