Washington, D.C., 1892 June 11. Letterhead of Select Committee on Reform
in the Civil Service, House of Representative (Chairman John F. Andrew). After
serving in both houses of the Massachusetts legislature and making an
unsuccessful bid for Governor, John Andrew (1850-1895), a Democrat, was twice
elected to the US House of Representatives (1889-1893). After the
assassination of President Garfield by a disappointed office seeker, pressure
grew for putting federal employment on a "merit" basis. The Pendleton Act of
1883 established a merit appointment for some federal jobs. Successive
Congresses widened the scope of this legislation, so in Andrews' day the
committee he chaired was a very important one. Light paper loss on verso shows
