July 16, 1974. Washington, D.C. In full: "Dear Commissioner Goldberg:
Please accept my thanks for your letter of June 11th, concerning the application
from the New York Central Board of Education, of which Project Goal Orientation
is a part, for funds under the Emergency School Aid Act. In that connection, I
am enclosing herewith a further communication from Miss Daisy K. Shaw, Director
of the Bureau of Education and Vocational Guidance of the Board of Education of
the City of New York. Your further advice will be appreciated. With kindest
regards, Sincerely". American politician John J. Rooney is best
known for his thirty years as a United States Representative from New York,
which he held from 1944-1974. As the Chairman of the House Appropriations
Subcommittee for the Departments of State, Justice and Judiciary and a good
friend of FBI Director J. Edgar Hoover, Rooney became one of the House's most
