Colin Luther Powell, a Vietnam veteran and former national security advisor to President Reagan (1987), was promoted to Four-Star General in April 1989. From October 1, 1989-September 30, 1993, he served as Chairman of the Joint Chiefs of Staff, overseeing 28 crises, including the invasion of Panama (1989) and Operation Desert Storm during the 1991 Persian Gulf War. After he published his autobiography, My American Journey, and toured to promote it in 1995, there was speculation that he would run for President in 1996. Powell, who has twice been awarded the Presidential Medal of Freedom, announced that he would not seek any political office in 1996. From 2001-2005, Powell was the highest-ranking Black government official in U.S. history as George W. Bush's Secretary of State. While in college in the 1930s, JOHN RAITT began drawing portraits of famous people. He sent his artwork to each subject with a request that it be autographed and returned to him. Two horizontal folds. Otherwise, fine condition.
