Signature: "John Russell Young Wash. D.C./Commissioner D.C.", "Major General W.H. Kasten/Chief of Finance, U.S. Army", "To Hilde: My only rival/Ethel Kasten", 9½x5¾. This signer merits further research: "Charlotte Theold". JOHN RUSSELL YOUNG was the President of the Board of Commissioners of Washington, D.C. from 1941 to 1952. WILLIAM H. KASTEN (1891-1963) joined the National Guard in 1913, graduating with the rank of first lieutenant and entering the Army soon after. He passed through several different posts over the next 20 years, landing a position in the Finance Department in 1933. During World War II, Kasten entered the Army Air Forces and was promoted to Deputy for Air Finance, Budget and Fiscal Officer, followed after the war with a position as Chief of Finance. He retired a Major General with an Army Distinguished Service Medal and established the National Bank of Ft. Benning, Georgia. The General's wife, ETHEL KASTEN (1905-1966), worked selling appliance's in the Army's PX and established two scholarships in memory of her husband. Toned. Ink smeared under Kasten's signature, but legible. Right edge frayed and creased. Pencil notes (unknown hand). Ink notes (unknown hand) on verso. Otherwise, fine condition.
