Signature: "J. C. S. Blackburn/Kentucky", 7¼x2¼. Joseph Clay Styles Blackburn (1838-1918) served in the Confederate Army, enlisting as a private and rising to the rank of lieutenant colonel. A Democrat, he represented Kentucky in the US House of Representatives (1875-1885) and Senate (1885-1897, 1901-1907). President Theodore Roosevelt appointed him Governor of the Panama Canal Zone (1907-1909). His brother, Luke Pryor Blackburn, was Governor of Kentucky (1879-1883). Two filing cuts at left edge. Top right corner lightly creased. Otherwise, fine condition.
