In full: "Many thanks for your kind congratulations. Yours sincerely". Julius Marshuetz Mayer (1865-1925) was Attorney General of New York (1905-1906), and a state and federal judge, rising to a seat on the US Court of Appeals (1921-1924). Left edge "rough".
