KENNETH STARR. Signature: "Ken Starr", 5x3½ card printed
with U.S. patriotic symbols. In 1994, Kenneth Starr took over as Independent
Counsel in the Whitewater investigation of alleged financial wrongdoing by
President and Mrs. Clinton while the former was Governor of Arkansas. Over the
next four years, Starr investigated a variety of allegations about the
President, including his relationship with White House intern Monica
Lewinsky. In September 1998, Starr submitted to Congress a 445-page report
that became the basis for the impeachment proceedings against President
Clinton. Ironically, while serving in the U.S. Department of Justice under
President Reagan, Starr had drafted the administration's position opposing
renewal of the Independent Counsel Act. Ink note (unknown hand) on verso (no
