In full: "I think that the time has now arrived to issue the circulars & to start the organization. I would advise keeping them out of the newspapers as far as possible for a time yet - that is to say as far as it can be done without really interfering with the accomplishment of the digests in view. Will you send me a dozen or so of the circulars when printed." Both McClellan and Smith were West Point graduates (1842 and 1845 respectively), and after the war both had served in New York City municipal government: McClellan had been Chief Engineer of New York City Department of Docks (1870-1872) and Smith had been President of the Board of Police Commissioners (1875-1881) and upon his retirement the government employed him on projects of river and harbor improvements. McClellan served as Governor of New Jersey from 1878 to 1881. This letter, although undated, could be referring to the setting up of a McClellan for Governor committee. Usual folds, one through "M" in signature. Ink transference from monogrammed "P" in blank area, small vertical tear at lower blank area, else fine.
