7¾x9¾. Washington, D.C., 1865 December 30. To Col. James F.
Rusling, Inspector, Quartermaster Dept, Nashville, Tenn. In part:
"Your reports of the 9th and 18th insts relative to the
affairs of the Quartermasters Department at Chattanooga and Knoxville
respectively, are received...You will hereafter cause the lists referred to you,
for inspection, to be revised and arranged according to the duties pertaining to
the various Divisions of this Office as per General Orders No 30 and 62 Q.M.G.O.
copies of which are enclosed herewith (not present). Your
certificate of inspection must also state that you have personally and
thoroughly inspected all of the public property
which you report and recommend to be disposed of by sale or
otherwise...." Army engineer Montgomery C. Meigs supervised the
building of the wings and dome of the national Capitol from 1853-1859. Brigadier
General Meigs served as quartermaster general of the Army from May 1861 to
February 1882. He gained a reputation of being an efficient, hard-driving and
scrupulously honest administrator, which is evident in this letter. Ink spread
