The Secretary of the Interior under President Harry Truman signed this card in blue ink
Signature: “Oscar L. Chapman” in blue ink on a 3½x2 card. Oscar Littleton Chapman (1896-1978) was born in Omega, Virginia. He served in the U.S. Navy Medical Corps from 1918 to 1920 and in 1929 he received an LL.B. from Denver's Westminster Law School. He worked for many different election campaign teams, beginning with Edward Costigan 1930 Senate campaign. When FDR was elected president he appointed Chapman as the Assistant Secretary in the Department of the Interior. After impressing Harry S. Truman he was promoted to undersecretary in 1946. In 1948 Truman was elected president and he would soon promote Chapman to the Secretary of Interior, serving from 1949-1953. Fine condition.
