Drawn on the official letterhead of the Congress of the United States House of Representatives Washington, D.C. To Dr. Herman Goldberg, Associate Commissioner, Equal Educational Opportunity Programs. In full: "I am writing in reference to the notice published in the Federal Register of September 19, 1974 announcing the closing date for Emergency School Aid applications for those school districts which have adopted eligible plans and which have not submitted applications for assistance under the Act based on such plans. It is my understanding these regulations do not relate to the amendment made to the Emergency School Aid Act by PL 93-380 (Education Amendments of 1974) which provides that school districts having a majority of students who are minority students are not required to submit integration plans to qualify for basic grants, pilot programs, or bilingual education programs. Please advise me of the status of the development of such regulation to implement this amendment and when such regulations are expected to be published in the Federal Register. Your immediate attention to this matter will be appreciated. Very truly yours." Patsy Takemoto Mink (1927-2002), the first Asian-American elected to Congress, served was Democratic Representative from Hawaii from 1965-1977 and 1990-2002. In addition to pressing for the legislation mentioned in this letter, in 1972, Mink helped secure passage of Title IX, assuring equal treatment for women in the classroom and on the playing field.
