Peer Steinbrück (b. 1947) served in federal and state economic offices under Social
Democratic Party governments. From 2002 to 2005, he was Minister President of North
Rhine-Westphalia in a coalition of the SDP with the Green Party. Losing office that year in
a state election, he became Finance Minister in the federal coalition government headed by
Christian Democrat Anglela Merkel (2005-2009). A member of the conservative wing of
the SDP, Steinbrück is critical of fiscal stimulus programs and large government debt.
The outspoken Steinbrück has landed himself in controversies with neighboring
countries: Britain over fiscal policy, Switzerland over banking secrecy, and Italy after his
pronouncement that "two clowns" had been the top vote getters in that country's
parliamentary elections. Steinbrück was the Social Democrats' candidate for Chancellor in
