Signed in Washington but issued out of Newport, Rhode Island, 1831 November 12. Countersigned: "Christ Ellery" as Collector of Customs of the State of Rhode Island, District of Newport. Three ½-inch circular cancellation holes at lower right (2 show tape on verso), obliterate portions of the three signatures: "e" and part of "w" of Andrew, "vi" of Livingston and lower portion of "t" and "E" of Christ Ellery. Ship's paper for "the ship John Coggeshall of Newport, Seth W. Macy master or commander of the burden of three hundred thirty eight 29/95ths tons or thereabouts mounted with one gun navigated with twenty three men...." No American ships could sail the open seas without this properly authorized passport. EDWARD LIVINGSTON was ANDREW JACKSON's Secretary of State from 1831-1833. CHRISTOPHER ELLERY (1768-1840), a nephew of Signer of the Declaration of Independence William Ellery, was U.S. Senator from 1801-1805. He served as Collector of Customs at Newport from 1820-1834. Scalloped upper edge. Fine 2¾-inch seal at lower left. Lightly shaded and soiled. Folds, vertical fold touches the "A" in Andrew and "k" of Jackson. ½-inch slit touches 1 word. Overall, fine condition.
