Ten months after the end of the Civil War, on February 27, 1866, President Johnson sent the following message to the Senate: "I nominate Samuel H. Wiley, of Salisbury, North Carolina, to be collector of internal revenue for the sixth collection district of North Carolina." This was one of 14 nominations for internal revenue posts in North Carolina sent by the President to the Senate on that day. On March 6th, the nominations were referred to the Committee on Finance and on April 10, 1866, the Senate consented to the nominations and this document was signed. In 1868, North Carolina was readmitted to the Union. HUGH McCULLOCH was Treasury Secretary under Lincoln and Johnson (1865-1869) and Arthur (1884-1885). Lightly creased. Folds, pinhead-size holes at upper and mid-cross folds, ¼-inch tear at lower blank margin at mid-vertical fold. Lightly creased. Chipped and shaded at blank right edge, lightly soiled, primarily at blank areas. Overall, fine condition.
