Philatelic Envelope signed: "Dwight D. Eisenhower" in pencil, 6½x3½. Cover bearing photograph of Eisenhower commemorating Alaska's admission as the 49th state, bearing 4-cent stamp honoring the 50th anniversary of Arctic exploration, postmarked Clifton, N.J., May 10, 1959, FIRST DAY OF ISSUE. Typed address to Mrs. Lillian Dillingham in Fowlerville, Mich. On May 10, 1959, President Eisenhower issued a proclamation instituting a mandatory protection program which set quotas on imports of oil. This quota system became known as the Mandatory Oil Import Program (MOIP). In 1969, plans for an 800-mile trans-Alaska oil pipeline were announced. MOIP was ended in 1973. Chemical reaction of pencil to paper has left some discoloring of paper behind signature. Overall, fine condition.
