FRANKLIN PIERCE. Original Pamphlet: "Special Message/of/President Pierce/to the/Senate of the United States:/May 3, 1854", 16p, 5½x9, 1854. Washington: Printed by A.O.P. Nicholson. The Senate Journal of May 3, 1854 begins: "The following message was received from the President of the United States by Mr. Webster, his Secretary." The entire message is recorded. It begins: "To the Senate of the United States: The bill, entitled 'An act making a grant of public lands to the several States for the benefit of indigent insane persons,' which was presented to me on the 27th ultimo, has been maturely considered, and is returned to the Senate, the house in which it originated, with a statement of the objections which have required me to withhold from it my approval...." Pierce's message concluded: "I have thus discharged the unwelcome duty of respectfully stating my objections to this bill, with which I cheerfully submit the whole subject to the wisdom of Congress." The Senate Journal concludes: "The message was read. On motion by Mr. Foot, Ordered, That it be printed. On motion by Mr. Hunter, that 10,000 additional copies of the message be printed for the use of the Senate." This is one of the 10,000 copies. In his four-year term, President Pierce vetoed only nine bills passed by Congress; five of those bills were overridden and became laws. This was one of only four of his vetoes that was sustained by the Congress. Tied together with string through two holes in left blank margin, tied together on back cover. Soiled on blank areas of cover. Lightly folded in upper corners of each page. Overall, fine condition.
