May 23, 2011 and addressed to Mr. Justin Horton, Jacksonville, Illinois. Specially printed
for their book, A World Transformed (1998). SCOWCROFT, a retired Air Force
Lieutenant General long involved in strategic studies, had served as National Security Advisor
to President Ford before assuming the same office under President GEORGE BUSH. In A
World Transformed, the former President and his key policy advisor describe the foreign
policy developments of the first Bush presidency, including the collapse of the Soviet
empire. Scowcroft reportedly coined the phrase "new world order" employed by
President Bush in his address to Congress (March 6, 1991) after the Gulf War. Scowcroft
publicly criticized President George W. Bush's preparations to attack Iraq in 2003.
