President Grover Cleveland and his Secretary of the Treasury Daniel
Manning signed this in 1885 to appoint a Second Lieutenant in the United States
Revenue Service.

page, 20¾x15¾. June 1, 1885. Cleveland and Manning signed this document
to appoint Daniel P. Foley a Second Lieutenant in the United States Revenue
Service until the next session of Congress. CLEVELAND (1837-1908, born in
Caldwell, New Jersey), formerly Mayor of Buffalo and Governor of New York
(1883-1885) served as the 22nd and 24th President (1885-1889 and
1893-1897). He won the popular vote all three times he ran (1884, 1888,
1892), losing the electoral vote and the presidency in 1888 to Benjamin
Harrison. He was the only Democrat elected President in more than a half
century between the departure of Buchanan (1861) and the inauguration of
Wilson (1913). MANNING (1831-1887, born in Albany, New York) was an editor
and owner of the Albany Argus and chairman of the New York Democratic
Committee before being appointed Secretary of the Treasury (1885-1887) under
President Grover Cleveland. Before retiring due to ill health, he advocated
basing the dollar on both gold and silver. This was a rather important issue to
a young United States. Eastern bankers wanted it backed by gold, while
Westerners wanted it backed by silver (the West had many large silver mines,
after all). He also worked on a tariff that became the McKinley Tariff of 1890,
which lowered customs duties. Lightly toned, soiled, stained and creased. Folded
once and unfolded. Otherwise in fine condition.
