LAMONT was President Cleveland's Secretary of War from 1893-1897. Lamont had been Cleveland's Private Secretary when he was Governor of New York (1883-1885). Brigadier General GEORGE D. RUGGLES (1833-1904) was Adjutant General from 1893-1897. Blue paper seal affixed at lower left. Lightly creased. Folds. Vertical fold touches "t" in Lamont and horizontal fold touches Cleveland's signature. Overall, fine condition.
