Washington, D.C., 1948 August 23.Appointment of Charles Kohen to the Selective Service Board No. 10, District of Columbia. Truman was the second of six Presidents under whom HERSHEY served as head of the U.S. military draft system. Instrumental in planning the new Selective Service System even before it was enacted into law, Hershey became its Director in 1941, shaping it into a decentralized system reliant on local boards. The only person ever to reach the rank of Four-Star General without combat experience, he spent 62 years in the Army, until retired against his wishes in 1973. The number of draft inductions, which had fallen to zero in 1947, rose steadily to over half a million in 1951 as President Truman committed the U.S. to the containment of Communism and, in 1950, to the defense of the Republic of Korea. Lightly creased. Shaded at perimeter from prior framing. Tackhead-size stain at lower blank right edge, lightly soiled at blank areas and on verso. Overall, in fine condition.
