Typed Letter Signed: "Harry Truman" as 33rd U.S. President, 1p, 8x10½. The White House, Washington, 1948 October 27. Six days before defeating New York Governor Thomas E. Dewey in the greatest upset in presidential election history, Truman writes to FDR's former law partner, Basil O'Connor, President and Chairman of the Board of Governors, American National Red Cross, Washington. In full: "In accordance with the provisions of Executive Order 10013, October 27, 1948, I have pleasure in appointing you as a member of the President's Committee on Religious and Moral Welfare and Character Guidance in the Armed Forces. A copy of the Executive Order and other pertinent releases are attached for your information. I am very happy indeed that you are accepting membership on this Committee which can help so much in achieving the best possible training for young men in our Armed Forces." Three months earlier, Truman had issued an Executive Order barring segregation in the Armed Forces and called for an end to racial discrimination in Federal employment. Rubber stamped "received" on verso with slight show-through in lower center margin, erased pencil notations at lower left blank corner, light horizontal fold through upper case letters of signature, else in fine condition.
