Document signed: "Herbert Hoover" (as the Club's President and Chairman of the Board), 1 page, 11¾x9¼. Washington, D.C., 1923 March 20. Membership Certificate (#397) of Edwin H. Etz in the Congressional Country Club. Embossed in lower left with the Club's seal. Herbert Hoover (1874-1964), mining engineer and self-made millionaire, gained worldwide fame administering American food aid to Europe during and after World War I. He served as Secretary of Commerce in the Harding and Coolidge administrations (1921-1932) before winning the US Presidency as a Republican in 1932, the last Cabinet Secretary to move directly to the White House. Blamed by too many voters for the Great Depression, he was soundly defeated for re-election by Franklin Roosevelt in 1936, but found some vindication as chairman of two important committees on governmental reorganization and economy ("the Hoover commissions") in the Truman and Eisenhower Presidencies. Congressional Country Club, a stop on the PGA tour, actually located in Bethesda, Maryland, was chartered in 1921, envisioned as an informal meeting place for businessmen and for politicians of both parties. Herbert Hoover was Founders' Club President and then Honorary Founding President (1922-1923). The Club opened for play in 1924. Lightly creased at corners. Fine condition.
