Typed Letter signed: "Herbert Hoover", 1 page, 8x10½. Washington, D.C., 1955 June 6. On letterhead of the Commission on Organization of the Executive Branch of the Government to Frank Upman, Jr., Liaison Assistant, Committee on Business Organization of the Department of Defense, Commission on Organization of the Executive Branch of the Government, Washington, D.C. In full: "Mr. Hook has told me of the loyal and effective service which you have rendered as his assistant during the Committee on Business Organization of the Department of Defense. Efficient service to Mr. Hook in his important assignment has been a service to me which I greatly appreciate. Very sincerely." Former President Hoover presided over two bipartisan commissions to reorganize the executive branch of the federal government in the interest of efficiency and economy. Both commissions were commonly known as the Hoover Commissions, the first appointed by President Truman (1947-1949), the second by President Eisenhower (1953-1955). Frank Upman, Jr. (1905-1976), an engineer by training, had held several posts in President Franklin Roosevelt's New Deal, especially the Works Progress Administration, and as a defense consultant to President Truman, so his active participation in the Hoover Commission was a sign of the Commission's bipartisan support.
