Manuscript Document Signed: "Lazaro Cardenas" and "Eduardo Hay" in black ink. 12¾x8¼. Fully Translated in English: "Lazaro Cardenas. Constitutional President of the United States of Mexico. To Your Excellency, Lawyer Leon Cortes, Constitutional President of the Republic of Costa Rica. Big and Good Friend: My hands have received the letter from Your Excellency dated on November 10 of last year, in which, with the noble purposes of fomenting and narrow the good relations that happily exist between the United States of Mexico and Costa Rica and also of showing the sympathy that the Costa Rican Government and its people have towards the Mexican Government and its people, you have had accredited Great Excellency Doctor Mr. Antonio Pena Chavarria as extraordinary envoy and Plenipotentiary Minister in Special Mission. I am very regretful for not having been in this capital when Mr. Pena Chavarria came to visit because I didn't have the pleasure to personally attend him. But it is especially pleasant to me to tell Your Excellency that the mission of Mr. Pena Chavarria was very pleasant to Mexico, as a proof of harmony and of the fraternal feelings that link our two countries, and also for the way he handled his task, deserving the total approbation of this Government. I happily take this opportunity to formulate the fervent vows for the constant prosperity of this sister Republic and for the personal fortune of Your Excellency, from who I say good bye, Loyal and Good Friend, Lazaro Cardenas. The Secretary of Foreign Affairs, Eduardo Hay. Dated in National Palace of Mexico, January 12, 1937." Lázaro Cárdenas del Rio (1895-1970) served as President of Mexico from December 1, 1934 to November 30, 1940. At the age of 18, he joined a branch of the revolutionary army led by General Guillermo García Aragón and within a year he had risen to the rank of Captain. When the revolutionary forces split into opposing factions, he remained loyal to Venustiano Carranza, whose army triumphed in 1920. In that year Cárdenas was appointed General, the highest rank in the Mexican Army, and continued to participate in military campaigns until 1929. Even though his main contribution to Mexico was the Oil Expropiation in 1938 and the creation of PEMEX, he also improved the Agrarian Reform that the Mexican Revolution had initiated and distributed nearly twice as much land to peasants as had all of his predecessors combined. Lazaro Cardenas offered asylum in the country to refugees of the Spanish Civil War and helped the consolidation of the National Revolutionary Party. Sealed. Normal mailing folds.
