Costa Rican Supreme Court voided a one-term limit on Presidents, Oscar Arias (b.
1940) sought and won the office again in 2006. During his first term
(1986-1990) he played a key role in a Central American peace agreement
signed by five nations, including Nicaragua - a left-wing government beset by
right-wing rebels, and El Salvador, a right-wing government challenged by
leftist ones. The agreement called for cease-fires, amnesty for political
prisoners, and the scheduling of free elections. Although opposed by the U.S.
and not fully implemented, the agreement did contribute significantly to
restoring peace in the region. For this achievement, Arias was awarded the
Nobel Peace Prize in 1987, the first national President to receive the
