Appointment of Dr. Anne Parnell Taylor of Virginia as a Member of the Board of Foreign Scholarships for a term expiring 1974, September 22. ROGERS was Secretary of State from 1969-1973. He had previously served as Attorney General under President Eisenhower (1957-1961). Although Rogers is a respected figure, his influence on President NIXON, himself a man of great foreign policy experience, was usually less than that of National Security Advisor Henry Kissinger, who succeeded Rogers as Secretary of State. Stamped signature of Nixon above the President's signature authentically signed in ink. Lightly creased. Folds, vertical fold touches the second "l" in William. Light "haloing" of Rogers' signature. Dampstained at lower margin, affecting the "Wil" of William and the "Rog" of Rogers' signature. Printed text smudged at some words (all legible). Overall, fine condition.
