Richard Nixon presents to Daniel Patrick Moynihan the pen used to sign his first
Executive Order, #11452, "Establishing the Council for Urban Affairs", was signed on
January 23, 1969.

Executive Order, #11452, "Establishing the Council for Urban Affairs", was signed on
January 23, 1969, three days after his inauguration. At the signing, he gave Dr.
Moynihan this pen. At a White House news briefing following the Council's first meeting,
Daniel Patrick Moynihan, newly appointed Assistant to the President for Urban Affairs
and Executive Secretary of the Council, announced the formation of nine
subcommittees of the Council, each to be chaired by a Cabinet officer. Moynihan also
announced the formation of an interim staff committee under the chairmanship of Budget
Director Robert P. Mayo to work out plans for transition to a peacetime economy at the end of
the Vietnam conflict. With the assistance of Urban Affairs Council Secretary Moynihan, Nixon
created the Family Assistance Plan. FAP called for the replacement of bureaucratically
administered programs such as Aid to Families with Dependent Children, Food Stamps and
Medicaid, with direct cash payments to those in need. It received very little congressional
support. The pen is matted with a 4¾x3½ card, gilt-embossed with the presidential seal, upon
which is written in calligraphy the following: "Pen used by President Nixon/in signing the
Executive Order/establishing the Council for/Urban Affairs, January 23, 1969." DIRECTLY

Moynihan (1927-2003) represented New York in the U.S. Senate as a Democrat for four
terms (1977-2001). A prolific author, he served in the administrations of four Presidents:
