CARL ALBERT (D-Oklahoma), Speaker of the House of Representatives, an office he held from 1971-1977, has signed in ink above his facsimile signature. HUGH D. SCOTT JR., a Republican U.S. senator from Pennsylvania (1959-1977) was Acting President of the Senate Pro Tempore when he signed this document in pencil beneath his facsimile signature and title.
