Captioned: "State of the Union Address/February 2, 1986". Article II Section 3 of the U.S. Constitution requires that the President "from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient". The above quotation appeared, in context, in the following passage: "How often we read of a husband and wife both working, struggling from paycheck to paycheck to raise a family, meet a mortgage, pay their taxes and bills. And yet some in Congress say taxes must be raised. Well, I'm sorry; they're asking the wrong people to tighten their belts. It's time we reduce the Federal budget and left the family budget alone. We do not face large deficits because American families are undertaxed; we face those deficits because the Federal Government overspends." President Reagan's State of the Union address had been scheduled to be given on January 28, 1986 but that morning the Challenger exploded. For the first time, a State of the Union address was postponed. On February 4, 1986, the President began his address to Congress: "Thank you for allowing me to delay my address until this evening. We paused together to mourn and honor the valor of our seven Challenger heroes. And I hope that we are now ready to do what they would want us to do -- go forward America and reach for the stars."
