RUTHERFORD B. HAYES. Partly Printed Warrant signed: "RB Hayes" as President, 1p, 8x10. Washington, 1879 June 30. In full: "I hereby authorize and direct the Secretary of State [William M. Evarts] to cause the Seal of the United States to be affixed to a warrant for the pardon of Justus J. Lynde, dated this day, and signed by me; and for so doing this shall be his warrant." Docketed (unknown hand) on verso. Article II Section 2 of the United States Constitution gives the President the "power to grant reprieves and pardons for offenses against the United States". Prisoners must wait at least five years after conviction to apply for a pardon, which clears a person's name. Since a presidential pardon is an official U.S. government document, the President granting the pardon must order the Secretary of State to affix the seal of the U.S. to it. Rutherford B. Hayes (1822-1893) issued 893 pardons during his one four-year term (1877-1881), more than any of his predecessors except Ulysses S. Grant, who granted 1,332 in his eight years as President. Lightly creased. Folds, not at signature. Rectangular shading at upper margin touches 1 line of printed text. Clip impression at upper blank margin, clip stain on verso, which is lightly shaded at lower edge. Overall, fine condition.
