Postmaster at Buckley, Pierce County, Washington. HENRY C. PAYNE
became ROOSEVELT's Postmaster General on January 9, 1902. He died in
office with the President by his side on October 4, 1904 in Washington, D.C.
Blue ribbons affixed at lower left with a gold paper seal. Creased. Slightly
soiled. Uniformly tanned. Light folds touch signature.
