Snyder of West Virginia as U.S. Consul at Panama (City), Panama. Records show that ALBAN G. SNYDER was the U.S. Consul in Panama from 1914-1920. He had previously served as U.S. Consul in Bogota (Colombia, 1906), later serving in Christiania (Norway, 1921-1922) and Oslo (Norway, 1926). ELIHU ROOT (1845-1937) was Secretary of War (1899-1904), Secretary of State (1905-1909) and a Republican Senator from New York (1909-1915). He promoted international arbitration treaties and played an influential role at the Washington Naval Conference (1921-1922). President of the Carnegie Endowment for International Peace (1910-1925), Root was awarded the 1912 Nobel Peace Prize. Paper seal affixed. Lightly creased. Slightly soiled. 3-inch stain runs along center horizontal fold touching 7 words of text. Nicked at lower edge. Pinhead-size file holes at left and right of mid-vertical fold. Vertical fold touches "ot" of Root.
