Allen "to be provisionally Second Lieutenant in the Philippine Scouts in the service of the United States...." The first Scout organizations were created in 1901 during the early days of the American occupation of the Philippine Islands by the induction of Filipinos into the service of the U.S. Armed Forces. Their mission was to help restore order and peace to a troubled area. In the ensuing two decades, the Philippine Scouts took part in subduing the fierce and warlike Moro tribes on the island of Mindanao and in the Jolo Archipelago and in establishing tranquility throughout the islands. President McKinley, who had died just four weeks before President Roosevelt signed this commission, had depended on Adjutant General HENRY C. CORBIN (1942-1909)when it came to military matters, especially in the Spanish-American War. Frequently, it was Corbin who ordered military movements, not Secretary of War Alger. Corbin, a veteran of the Civil War and the Indian wars, served as Adjutant General from 1898-1904. WILLIAM CARY SANGER (1853-1921), a member of Harvard's first varsity football team, practiced law in New York and served in the state legislature. Governor Theodore Roosevelt appointed him Inspector General of the New York National Guard, and he ran a Guard training camp during the Spanish-American War. We was named Assistant Secretary of War by President McKinley in 1901, and continued in that office under Roosevelt. He was the father of prominent author William Cary Sanger. Fragile.
