ULYSSES S. GRANT and HAMILTON FISH. Partly Printed DS: "U.S. Grant" as President and "Hamilton Fish" as Secretary of State, 1p, 17x11¼ affixed to a board of same size. Washington, 1871 February 20.Appointment of Eliphalet Rowell as Deputy Postmaster at Hallowell, Maine "for the term of four years from the day of the date hereof". Fifteen months later, on June 8, 1872, the Post Office Department was made an executive department by order of Congress. Up until then, the Secretary of State signed postmaster appointments. After that, it became the responsibility of the Postmaster General. The Pendleton Act of 1883 removed certain government jobs, including postmaster, from the patronage ranks and set up a Civil Service Commission to administer a system based on merit rather than political connections. Lightly creased. ½x¾-inch paper loss at upper left blank margin, ¼x1-inch paper loss at top center just nicking the beginning of the "S" in the printed "Ulysses S. Grant". White paper seal affixed at lower left, lightly stained. Discoloration in left-center of document. Separated at mid-vertical fold (all intact). Tape remnants at corners and edges.
