ULYSSES S. GRANT
The 18th President of the United States authorizes his Secretary of
State to affix the Seal of the United States to a warrant for the pardon of
James M. Coleman.
Partly Printed Presidential Warrant signed: "U.S. Grant" as
President, 1p, 8x9½. Washington, 1875 February 15. Authorization for
Secretary of State Hamilton Fish "to affix the Seal of the United States
to a warrant for the pardon of James M. Coleman...." Docketed (unknown hand)
on verso. Article II Section 2 of the United States Constitution gives the
President the "power to grant reprieves and pardons for offenses against the
United States". Prisoners must wait at least five years after conviction to
apply for a pardon, which clears a person's name. Since a presidential pardon
is an official U.S. government document, the President granting the pardon must
order the Secretary of State to affix the seal of the U.S. to it. In his
eight years as 18th U.S. President (1869-1877), Ulysses S. Grant (1822-1885)
issued 1,332 pardons, more than any of his predecessors. Lightly creased
with folds, horizontal fold underlines signature. Lightly soiled. Fine
condition.
