It was Lincoln who once said: "You can fool all the people some of the time, and some of the people all the time, but you cannot fool all the people all the time." President Clinton is the only elected President to be impeached. Two articles of impeachment were passed by the House of Representatives and sent to the Senate. Article 1 stated, in part: "On Aug. 17, 1998, William Jefferson Clinton swore to tell the truth, the whole truth and nothing but the truth before a Federal grand jury of the United States. Contrary to that oath, William Jefferson Clinton willfully provided perjurious, false and misleading testimony to the grand jury...." Adopted by the House by a vote of 228-206, the Senate voted 55 "Not Guilty", 45 "Guilty". The other article dealt with obstruction of justice; the vote was 50-50. A two-thirds majority (67 "Guilty") is necessary to remove the President from office. Fine condition.
