Photograph signed: "J. Carter", "Bill Clinton". Color, 10x8. CARTER, born in 1924 in Plains, Georgia, served as 39th U.S. President from 1977 to 1981. He was the only one-term Democratic president of the 20th century and the first Democrat not to be reelected since Grover Cleveland in 1888. Carter, the only U.S. president to graduate from the U.S. Naval Academy at Annapolis (1946, at the age of 21), is also the only U.S. president to serve a full four-year term without making an appointment to the U.S. Supreme Court. Carter is also the first Southerner to be elected president since the Reconstruction after the American Civil War. His presidency was marred by double-digit inflation, the 1979 oil crisis, and the capture of American hostages by Iranian militants. However, Carter also had notable foreign policy achievements, including the Camp David accords, which resulted in a peace treaty between enemy nations Egypt and Israel, and the second Strategic Arms Limitation Treaty, or SALT II. The Panama Canal Treaty, a huge political liability in Carter's re-election bid, looks much better with hindsight. Carter also began the flow of arms to Islamist rebels in Afghanistan, which had been invaded by the Soviet Union after the 1978 overthrow of a pro-Moscow government there, in 1979. Carter has accomplished a great deal since leaving the White House, especially the work of the Carter Center in monitoring elections and fighting infectious diseases around the world. He received the Nobel Peace Prize in 2002. CLINTON, born William Jefferson Blythe III in Hope, Arkansas in 1946, was Governor of Arkansas (1979-1981, 1983-1992) and the first Democrat reelected President since FDR. The only elected U.S. President to be impeached (Andrew Johnson was impeached, but he had not been elected to the office), on February 12, 1999, President Clinton was acquitted on both articles of impeachment brought against him: charges of perjury and obstruction of justice. Clinton's popularity stood at 67% at the end of his trial, however. Obviously, many Americans were willing to overlook his personal failings in an era of peace and prosperity. His accomplishments in office included a waiting period for gun purchases (the Brady Law), the Family and Medical Leave Act, the North American Free Trade Agreement, welfare reform and balancing of the federal budget. Clinton had previously co-written (with Al Gore) Putting People First (1992), and he would publish his successful autobiography, My Life, in 2004. Clinton's wife, former First Lady Hillary Rodham Clinton, was elected a Democratic U.S. Senator from New York, sought the Democratic presidential nomination in 2008 and became Secretary of State in the Obama administration.
