WILLIAM McKINLEY and CHARLES E. SMITH
Appointment of the Postmaster at Mattawan, New York.
Partly Printed Document Signed: "William McKinley" as President and "C. Emery Smith" as Postmaster General, 1p, 20x16. Washington, 1899 January 31. In part: "Know Ye, That reposing special trust and confidence in the Intelligence, Diligence and Discretion of Peter A. Vosburgh the President of the United States nominated, and, by and with the advice and consent of the Senate, I do appoint him Postmaster at...Mattawan in the County of Duchess State of New York...." SMITH was McKINLEY's Postmaster General from 1898-1901, continuing in Theodore Roosevelt's administration until 1902. The Office of Postmaster General had been in the President's Cabinet since Washington's administration but the President and the Secretary of State had always signed Postmaster appointments, not the Postmaster General. During the Grant administration, Congress passed the Civil Service Act that became effective on January 1, 1872. It prescribed rules and regulations regarding the appointments of civil officers. From that date on, the President and the Postmaster General signed Postmaster appointments. Eagle vignette at top center. 2½-inch gold paper seal tied to red ribbon which shows some wear. Creased at blank margins. Ink stains on verso lightly show through at top blank area. Fine condition.
