WILLIAM McKINLEY and JOHN SHERMAN. Partly Printed DS: "William
McKinley" as President and "John Sherman" as Secretary of
State, 1p, 23x19. Washington, 1898 February 11. Appointment of George
B. Anderson of the District of Columbia as Consul of the United States at
Grenoble, France. JOHN SHERMAN became McKINLEY's Secretary of
State on March 5, 1897. Many considered the 74-year-old Secretary of State to be
senile. His Undersecretary of State was William R. Day, who in effect, ran the
State Department. On April 25, 1898, the U.S. declared war on Spain, Sherman
resigned and Day was appointed Secretary of State on April 26th. Lightly creased
with folds, horizontal fold touches Sherman's signature. 3½-inch tape repair at
blank mid-horizontal fold on verso, no show through. Foxed at blank margins
which matting/framing could eliminate. Lightly stained full 3½-inch seal.
