WILLIAM McKINLEY and ELIHU ROOT
President McKinley and Secretary of War Elihu Root sign this military
appointment promoting Francis H. Pope to First Lieutenant of Cavalry.

March 15. Countersigned: "H C Corbin" as Adjutant General in
docket written in red ink at top left portion. Appointment of Francis H. Pope
as "First Lieutenant of Cavalry". From 1899-1903, FRANCIS H.
POPE was Professor of Mathematics at the U.S. Military Academy at West
Point. President McKinley depended on Adjutant General HENRY C. CORBIN
when it came to military matters. Frequently, in 1898 during the
Spanish-American War, it was Corbin who ordered military movements, not
Secretary of War Russell A. Alger. Root succeeded Alger on August 1,
1899. Corbin served as Adjutant General from 1898-1904. Six months after
signing this commission, President McKinley was assassinated in Buffalo, N.Y.
ELIHU ROOT, McKinley and Roosevelt's Secretary of War from 1899-1904 and
Roosevelt's Secretary of State from 1905-1909, was awarded the 1912 Nobel Peace
Prize for his international arbitration efforts. Blue paper seal affixed at
lower left. Lightly creased. Slightly soiled. Overall, fine
condition.
