President McKinley and Acting Secretary of War William Cary Sanger sign this
military appointment promoting John L. Tiernon to Colonel in the Artillery
Corps.

"Wm/Cary Sanger" as Acting Secretary of War, 1p, 19x14¾.
Washington, 1901 August 22. Countersigned: "Artemas Ward"
as Acting Adjutant General in docket written in red ink at top left
portion. Appointment of John L. Tiernon as "Colonel in the Artillery
Corps". McKinley was first elected Republican Congressman from Ohio in
1876. He served from 1877-1883, losing a contested election in 1882. He returned
to the House and served another three terms (1885-1891). McKinley lost his bid
for reelection to Congress in 1890 but was elected Governor of Ohio in 1891.
Elected President in 1896, he was reelected in 1900 and was assassinated in
1901. McKinley dropped the "Jr." from his signature after his father died in
1892. Blue paper seal affixed at lower left. Lightly creased. Slightly soiled.
All of William lightly smudged. Overall, fine condition.
