Partly Printed DS: "William McKinley" as 25th President and "John D. Long" as Secretary of the Navy, 1p, 14½x19. Washington, 1899 June 10. On vellum. In part: "Know Ye, that reposing special Trust and Confidence in the Patriotism, Valour, Fidelity and Abilities of Nathan E. Niles, I have nominated and by and with the advice and consent of the Senate, do appoint him to the grade of Commander in the Navy from the 25th day of March 1899 in the service of the United States. He is therefore carefully and diligently, to discharge the Duties of a Commander by doing and performing all Manner of Things thereto belonging...." Naval vignettes at top and bottom. 2¼-inch diameter blue seal at bottom. JOHN DAVIS LONG served as McKinley's Secretary of the Navy from 1897-1901. NATHAN ERRICK NILES was graduated from the U.S. Naval Academy at Annapolis in 1868. Following this appointment as Commander, he commanded the Nashville in Asian and European waters (1900-1903), the Maine in the North Atlantic (1905-1907) and was Commander of the Hancock (1907-1908). He was appointed Rear Admiral in 1908 and retired from the Navy on December 27, 1909. Folds do not touch signatures. Lightly creased, embossed at blank margins from prior framing (no shading). Overall, fine condition.
