Partly Printed DS: "William McKinley" as 25th President and "John D. Long" as Secretary of the Navy, 1p, 15¼x18¾. Washington, 1897 October 20. On vellum. In part: "Know Ye, that reposing special Trust and Confidence in the Patriotism, Valor, Fidelity and Abilities of Robert C. Schenck, I, do appoint him an Assistant Paymaster in the Navy with the relative rank of Ensign from the 20th day of October 1897 in the service of the United States. He is therefore carefully and diligently, to discharge the Duties of an Assistant Paymaster by doing and performing all Manner of Things thereto belonging...." Naval vignettes at top and bottom. 2¼-inch diameter blue seal at bottom. JOHN DAVIS LONG served as McKinley's Secretary of the Navy from 1897-1901. Folds do not touch signatures. Lightly creased, soiled at blank. Overall, fine condition.
