Pardon signed: "Wm. McKinley", "Samuel M. Taylor", "Walter Henry" on verso accepting the conditions stated by McKinley. 1p, 14x17. Columbus, 1895 July 23. In part: "To the Warden of the Ohio Penitentiary: Whereas...Walter Henry was convicted of the crime of Murder in the Second Degree, and sentenced...to imprisonment in the Penitentiary for the term of Life; and Whereas, for satisfactory reasons, I have determined to approve the recommendation of the State Board of Pardons that said sentence ought to be commuted to a sentence of imprisonment in the Ohio Penitentiary for a term of fourteen years, less such time as said Walter Henry may be entitled to credit for an account of good record...Whereas such term of fourteen years has already expired; Now, Therefore, by virtue of the authority vested in the Governor by the Constitution and Laws of this State, I do hereby direct that the said sentence of Life be commuted to sixteen years, three months and twelve days, provided he abstain from the use of intoxicating liquor, and the sale of the same...." Printed at top was "William McKinley, Jr."; the "Jr." is crossed out. On November 24, 1892, McKinley's father died, and the Governor dropped the "Jr." from his name and signature. WILLIAM McKINLEY (1843-1901) represented Ohio as a Republican in the U.S. Congress from 1877-1883 and 1885-1891, and he served as Governor of Ohio from 1892-1896. Elected 25th U.S. President in 1896, McKinley was reelected to a second term in 1900 with a larger plurality of votes than any other Chief Executive before him. The U.S. became a world power during his Presidency, winning a war with Spain (1898) and acquiring overseas colonies (Puerto Rico and the Philippines). On September 6, 1901, at the Pan American Exposition in Buffalo, New York, President McKinley was shot by Leon Czolgosz, an anarchist. He died on September 14, 1901, the third President to be assassinated. SAMUEL M. TAYLOR (1856-1916) was an Ohio politician, serving as Ohio Secretary of State and in the Ohio House of Representatives. He served in the House from 1888 to 1893, and was then elected as Secretary of State from 1893 to 1897. After leaving office in 1897, Taylor was appointed as consul to Glasgow, Scotland, and later to Callao, Peru. After being appointed consul to Birmingham, England in 1913, Taylor moved to the city and served there until his death. Multiple folds. Surface creases. Small tear on right edge at fold. Lightly toned on outer margins and folds. Some areas of red ink smeared across document, does not touch signatures. Stamp and ink note (unknown hand) on verso. Corners slightly worn. Otherwise, fine condition.
