Appointment of a Senior Surgeon in the Public Health Service
Civil Appointment signed: "Woodrow Wilson" as President
and "W.G. McAdoo" as Secretary of the Treasury, 1p, 19¾x16. On
vellum. Washington, 1916 January 3. Appointment of James Clifford Perry
as "Senior Surgeon, to rank as such from March 4, 1915 in the Public Health
Service...." In 1798, the U.S. Marine Hospital Service was created. Its name
was changed to the U.S. Public Health and Marine Hospital Service in 1902 and to
the U.S. Public Health Service in 1912. President WOODROW WILSON's
youngest daughter, Eleanor, had married her father's Secretary of the Treasury,
WILLIAM G. McADOO, in the White House on May 7, 1914. McAdoo served in
Wilson's Cabinet from 1913-1918. At both the 1920 and 1924 Democratic National
Conventions, McAdoo led all nominees for the presidency on the first ballot,
losing the nomination both times. Vertical folds from having the document
rolled-up do not affect signatures. Slight embossing at blank margins from prior
mounting. Light, nailhead-size soil stains at left blank margin. Slightly
creased. Some wear on seal. Signatures are fine.
